What is a Chemical Hygiene Plan?

For laboratories covered by OSHA's Laboratory Standard, 29 CFR 1910.1450, a Chemical Hygiene Plan is the written program describing procedures, equipment, personal protective equipment and work practices used to protect employees from health hazards associated with hazardous chemicals. OSHA requires covered employers to develop and carry out the plan and review its effectiveness at least annually.

Why a downloaded template is not enough

A template can provide structure, but it cannot know your chemicals, processes, ventilation, equipment, staffing, emergency capabilities or particularly hazardous substances. OSHA's required elements include laboratory-relevant standard operating procedures, criteria for control measures, functioning protective equipment, training, prior-approval circumstances, medical provisions, responsible personnel and additional protections for particularly hazardous substances.

In plain language

If your Chemical Hygiene Plan could be dropped into a completely different laboratory without meaningful changes, it probably is not doing enough to describe your operation.

The plan and the laboratory should agree

Walk through the laboratory and compare reality with the plan. Are the chemicals in the plan actually present? Are the procedures current? Do the stated controls match the equipment? Does training cover the real work? Are waste practices, emergency procedures and exposure-monitoring decisions aligned with the operation?

A living management system

A strong Chemical Hygiene Plan connects chemical inventory, standard operating procedures, engineering controls, personal protective equipment, training, inspections, emergency response, exposure assessment and waste management. When a process changes, the plan should be reconsidered rather than waiting for the annual review.

Where Industrial Hygiene fits

Chemical hygiene establishes how hazardous chemicals should be managed. Industrial hygiene helps evaluate what employees may actually be exposed to and whether controls are performing as intended. Laboratories benefit when those disciplines are integrated rather than treated as separate checklists.
